Do packaging stocks, or reusable packaging, destined for the C&I circuit and first placed on the market before the labeling requirement takes effect, need to be labeled?

Since labeling information for these packages is expected to be transmitted through external documents and media, it appears possible to do so even if it is stock, unless the information about the composition material of the packaging can be retrieved from the supplier (in which case, it is at any rate appropriate to be able to prove the date of purchase of the packaging).
